Packages not using the default build flags: a taxonomy

Whilst working on PAC/BTI enablement on arm64, we found a sizable number of packages in the Debian archive not using the default build flags (think CFLAGS and friends). Aim of this talk is presenting the problem and providing a taxonomy of the packages affected by it. Some little historical gems found in the Debian archive will be shown too. Authors of scientific/academic software and package maintainers are the main target audience, as well as anyone interested in helping out.
